While there is nothing undesirable about the government tapping the Contingency Fund where either the first or the supplementary appropriation cannot be made, still it would have been better in the interests of good governance to get the required appropriation sanctioned by the Parliament before it was dissolved.

I have written a great deal about savings and surrenders of central government year after year on the closing day of the fiscal year. There is an element which, however, I did not go into earlier. This practice is a critical aspect of fiscal management, though few economists specialising in fiscal matters are aware of the various departments declaring as a matter of routine their inability to utilise fully the funds allotted to them in the annual budgets.
