Self-reliance key to economy: BJP meet 

 
Gandhinagar, May 3: The draft political resolution before the BJP national council today asked the government to make "swadeshi and swavalamban (self-reliance)" the twin-key to India's economic revival and reiterated its conviction that India shall be built by Indians.

The economic part of the resolution largely conforms to the RSS thinking on how the BJP should adopt its economic policy in the wake of fears that being in government the party may adopt a different line due to coalition compulsion.

The resolution came down heavily on the new economic policy initiated by the Narasimha Rao government and actively pursued by the United Front maintaining it had no doubt benefitted a handful of people who compromised India's "haves". But the vast multitude of "have-nots" has been left to fend for itself.

"We urge the government to reach out to the "have-nots" so that proseperity does not elude any section of our society."

The resolution also hailed the government's committment to "berozgarihatao" (remove unemployment). The national council urged the government to allocate 60 per cent of plan funds for agriculture and rural development. The plight of farmers merited special attention, especially in view of the widespread failure of crops due to nature's vagary.

"We urge the speedy implementation of comprehensive crop insurance schemes and removal of restrictions on movement of foodgrains."

The national council also asked the government to evolve effective schemes for their welfare and a national housing policy for the construction of 20 lakh new housing units each year, with priority for weaker sections of society.

The national council also viewed with concern the growing regional imbalances and the resultant lack of development in certain areas of the country.

"We urge the government to implement a special plan for development in the north-eastern states which have been the worse sufferers of regional imbalances."

The resolution said the Indian economy had been in the doldrumswith industry in recession and agriculture starved of funds.

Millions of people in villages and cities lived below the poverty line, many of who had no shelter from sun and rain. Even necessities like drinking water, education and healthcare were out of reach for millions of people, especially in rural areas.

The BJP also asked government to expeditiously inquire into the cases of corruption like Bofors that have "shaken the collective conscience" of the nation and punish the guilty, and sought a "comprehensive review" of certain sections of the constitution.

The draft political resolution, moved at the party's two-day national council session that began here today, did not mention Bofors but the party in the past had used phrases like "shaken the collective conscience of the nation" while referring to the Bofors issue.

"Corruption has bedevilled the country's public life for too long. It has eaten into the core of our institutions and greatly eroded public faith in government and bureaucracy.

"Thenational council appeals to the government to expeditiously inquire into those cases of corruption that have shaken the collective conscience of the nation and punish the guilty without any further delay. If we are to check the popular view that is increasingly gaining ground that the high and the mighty can get away with pilfering from the nation -- then we must act now,'' the resolution said.

It also called upon all BJP ministers to declare their assets and liabilities, keeping in view the party's commitment to probity in public life.

It urged the government for expeditious enactment of the Lok Pal bill to make public servants accountable. The government must undertake suitable legislative changes to expeditiously dispose of prosecution against public servants in corruption cases, it said. On the controversial proposal for review of the constitution, the resolution did not specify its nature when it said "comprehensive review of certain sections of the constitution, without in any way altering its basicstructure, is overdue."
