Debate on nuclear tests to top Budget session agenda

New Delhi, May 16: A statement by prime minister Atal Behari Vajpayee on the circumstances leading to the conduct of the nuclear tests and a debate following it are on the opening day's agenda of the parliament's budget session beginning May 27.

Parliamentary affairs minister Madan Lal Khurana told newspersons here on Friday that the prime minister would consult prominent political leaders before making the statement.

Khurana said the prime minister's discussions with various political parties during the last two days had been "highly successful and purposeful". He said the prime minister held seven meetings in all in which 20 leaders participated. A meeting with Samajwadi Party chief Mulayam Singh Yadav had been postponed at his request, he informed.

Claiming that no party had opposed the nuclear tests, Khurana said the discussions had been "free and serious". In this connection, the minister also mentioned that it had been found that meetings with smaller groups proved "more fruitful".

The ministersaid as the prime minister's meetings with the opposition leaders were originally planned to evolve consensus on the various legislations, the government wanted to bring in the forthcoming session, the nine priority proposals also figured during the discussions. These included Lok Pal Bill, reservation of women in legislatures, Prasar Bharti Bill, delimitation of constituencies, Urban Land Ceiling Act (repeal), statehood for Delhi and creation of Uttaranchal, Vananchal and Chattisgarh, electoral reforms, legislative councils bill and Electricity Regulatory Commission, Khurana said.

The minister said the government had a total of 109 legislative items for the session, including six financial items.

He informed that home minister LK Advani would hold an all-party meeting on May 22 to exchange views on the Lok Pal Bill, women's reservation, delimitation of constituencies and electoral reforms.

Information and broadcasting minister Sushma Swaraj would similarly convene a meeting on May 19 on the PrasarBharati Bill. Power minister R Kumaramangalam will also hold a meeting on the Electricity Regulatory Authority, Khurana said.

The minister said the session would continue up to July 29. The railway budget and the general budget would be presented on May 29 and June 1 respectively. There would be special sittings of the house on August 13 and 14 in the context of the golden jubilee of India's Independence.
