India is a nuclear weapons state, reiterates PM

NEW DELHI, May 27: Prime Minister Atal Bihari Vajpayee on Wednesday declared in the Lok Sabha that India is a nuclear-weapon state, but had no intention to engage in an arms race. He asserted that the recent tests had removed doubts about the country's nuclear capability. Emphasising that the nuclear tests were conducted for self-defence and not for aggression, Vajpayee said in a statement on the five underground nuclear tests in Pokharan on May 11 and 13 that, "Our strengthened capability adds to our sense of responsibility."Recalling the voluntary moratorium declared by India on nuclear tests, he said, "We have also indicated willingness to move towards a de-jure formalisation of this declaration." "We do not intend to use these weapons for aggression or for mounting threats against any country. These are weapons of self-defence, to ensure that India is not subjected to nuclear threats or coercion. We do not intend to engage in an arms race," the prime minister said. He also tabled a paper on"Evolution of India's Nuclear Policy." "India is now a nuclear weapon state. This is a reality that cannot be denied. It is not a conferment that we seek; nor is it a status for others to grant. It is an endowment to the nation by our scientists and engineers. It is India's due, the right of one-sixth of human kind," he said. The house will have a full debate and the prime minister is expected to reply to it on Thursday.
