PM must not be plan panel chief -- Study
A Delhi-based consultancy group appointed by the cabinet secretariat to study the role of the Planning Commission has recommended that the prime minister (PM) should not hold the office of chairman of the commission. In its study submitted to the cabinet secretary, the company has said: "The idea of a full commission with the PM as chairman would have to be abandoned. The commission could of course consult the PM, cabinet and the finance minister as and when required."

Centre set to approve Rs 370cr hydel plan for N-E
The Vajpayee government is all set to push through a Rs 370 crore hydro-electric project in the Aizawl district of Mizoram under its `new initiatives' plan for the north-eastern region. The project aims at generating 240 million units of hydro power (including firm and secondary generation).

Centre plans ad valorem rates for coal royalty
The Union coal ministry plans to shortly introduce ad valorem rates of royalty for coal, in a complete rehaul of the prevailing system. The proposal, now awaiting a nod from the Union Cabinet, will initially, reduce the royalty rate structures devised by the previous government, apart from fixing the value of coal, rather than the tonnage produced, as the basis for computing royalty.
