New Delhi, Aug 18: Unit Trust of India chairman-designate PS Subramanyam will have to wait for some more time before his appointment is formalised by the government. Reason: Though the ministry of personnel has cleared his candidature, the finance ministry cannot issue a notification till the appointment of a central vigilance commissioner.Under the rules, all senior-level appointments have to be cleared by the vigilance commissioner before it takes effect. Subramanyam, who is the executive director of Industrial Development Bank of India, will be no exception and will have to wait till his name was cleared by the new commissioner.
The post of the commissioner is lying vacant following resignation by SV Giri. Although Giri resigned in May, the government failed to take appropriate initiatives to fill the vacancy in time. Now with Giri leaving the job after completion of the notice period around the second week of August, everything has come to a standstill.
The problem for appointment of the commissioner has compounded after the Supreme Court judgment which advised the government to form a selection panel comprising prime minister, home minister and leader of opposition to select the commissioner. This would also require appropriate legislative changes.
Although the issue has come up for discussion at the highest level, it may take some time for the government to come out with an ordinance to facilitate the appointment of the new CVC as per the guidelines given by the Supreme Court. The ordinance, sources revealed, was being currently finalised by the law ministry.
Meanwhile, prime minister Atal Behari Vajpayee has been in touch with the leader of opposition in the Lok Sabha, Sharad Pawar over the appointment of the CVC.
Sources said that the names being considered for the post include former home secretary K Padmanabhaia, former CBI directors R C Sharma and Joginder Singh and former cabinet secretary TSR Subramaniam.
Subramaniam appears to be the likely choice for the CVC's post because of his experience and track record, sources said that it was difficult to rule out others because of their respective connections. Padmanabhaia, it is learnt, is being backed by Andhra Pradesh chief minister Chandrababu Naidu and BJP strongman Pramod Mahajan. On the other hand, Rajasthan chief minister Bhairon Singh Shekhawat is reportedly lobbying for RC Sharma's candidature.
