Problems galore afflicts Bharat Diamond Bourse complex

Larsen & Toubro Ltd (L&T), which has been appointed by the Bharat Diamond Bourse (BDB) as its consultant to review its paralysed bourse project in the Bandra-Kurla complex and offer suggestions and cost estimates for its completion, is understood to have warned that frequent changes by the latter in floor-design may not only cause more problems, but add to time and cost overruns.

Already, the time and cost schedules for the project have overshot the target. It was expected to be completed by the end of 1996 at an outlay of over Rs 600 crore. The construction work at the site remains at a stand still, because of internal disputes and frequent changes in ideas about the scheme and the cost may well touch Rs 1000 crore.

L&T seems to have strongly resented that the unit-wise break up of the floor areas allotted to various members have undergone frequent changes. As it all this was not enough, some BDB members are now toying with the idea of organising a lottery for the selection of floor/tower location of their offices. This may however, throw out of gear the floor designs already prepared by the consultant. Moreover, the cost and time may be exorbitant for redesigning the floors as per lottery results. However, certain members are said to be still adamant about the lottery, though some others are of the view that the BDB should draw a balance so as to save time and costs. A shift of even one unit on the basis of a lottery may trigger a chain reaction upsetting the whole layout.

Certain building plans have already been evolved by L&T on the basis of instructions given to them earlier. If there plans are to be changed again on the basis of a lottery, it is feared, the idea of optimum utilisation of the constructed area may have to be sacrificed. Even large group offices are not at all interchangeable though they may be of the same overall area, because of the difference in the unit-wise break up in each case. Moreover, since all towers differ in shape and area configuration of service cores, any group office from one tower cannot be easily interchanged with an office in another tower. Also, configuration of the services proposed for one group of offices are not interchangeable with the services of another group of offices even though the overall group area may be the same. If BDB still insists on further revision of plans, it may have to negotiate afresh for the purpose with the consultant and may have to make extra payments for the same, apart from agreeing further delay in theproject.
