Mumbai, Aug 25: The government of Maharashtra is considering elaborate measures to convert the development of real estate into an organised industrial sector in the state. The most important measure is the possibility of issuing mandatory licences to builders and the appointment of licensed structural engineers to vet the plan, design and quality of all new constructions.The proposal is based on a set of elaborate recomemendations of a joint committee appointed by the state government. In order to ensure that builders adhere to the specifications they promise, the entire plan of both residential and commercial premises will be checked by a licensed structural consultant.
The structural consultant will also have the additional responsibilties including the checking of whether anti-corrosive treatment has been undertaken for reinforcement structures, quality control has been enforced during the construction works by insisiting final certificate from the site supervisor and also observing quality control by insisting upon best quality construction material (metal, sand, and cement, for example). The government is also planning to consider the making of inspection of buildings by structural engineers mandatory for the first 10 years after completion of construction and thereafter every five years by licensed structural engineers.
In areas like Fort, Colaba, Cuffe Parade and Ballard Estate where premises are used for commercial purposes the committee has observed that interior decorators carry out extensive modifications without being aware of the structural stabilty of the building concerned. Therefore, the government is scrutinising proposals that the interior decorators should be granted licence by the Municipal Corporation. For creating awareness among people, the committee has proposed that a suitable pamphlet should be prepared and made available to the asessment department and water-works department to distribute along with respective assessment as well as water charges receipts to the people.
According to the findings of the committee often repairs to buildings are not carried out because various formalities have to be completed for obtaining repair permission. In order that the repair processes are simplified, the government is considering exempting various categories of repair works like plastering of walls, changing of floor tiles, replacement of drainage pipe, and repairing or replacement of sanitary block, water plumbing electric fittings from any permission from the respective municipal corporation.
