Book the culprits 

 
Reports indicate the centre will promulgate a separate edible oil packaging order in the next few days under the Essential Commodities Act making it mandatory to market edible oils, including mustard oil, in packed form. The measure has been contemplated after more than 40 deaths owing to consuming mustard oil adulterated with argemone. The order would make it mandatory for packers to be registered with the directorate of vanaspati, vegetable oils and fats, and the registration numbers must be conspicuously displayed on each pack.

While this measure would make it easy to identify the source of each pack's contents and transfer the onus of any adulteration to the packer, the announcement indicates the centre has not gone into the heart of the problem. The detection of argemone adulteration in a large cross-section of samples drawn from both branded and non-branded oil points to the fact that the adulteration is not limited to certain manufacturers or particular regions. Though initially, it was believedadulteration would be limited to non-branded loosely sold oil, argemone adulteration has also been detected in branded oils sold nation-wide in hermetically sealed packs. The adulteration has not been occurring at the manufacturers' premises. Argemone seeds have deliberately been mixed with the mustard seeds that have found their way into several manufacturing facilities in diverse locations. As there is a wide gap between the flowering seasons of argemone and mustard, argemone seeds could not have accidentally got into the mustard-seed supplies. Small farmers and traders dealing in mustard seeds are also ill-equipped to have hatched such a massive conspiracy. So the centre must concentrate on unearthing the culprits rather than attempting to put manufacturers behind bars.
