To attract export-oriented units in Bihar, the state government has formulated certain schemes. The Export Promotion Industrial Park (EPIP) is a Centrally sponsored scheme and aims at building up top quality infrastructure facilities required for the establishment of export-oriented units. The state government has decided to set up EPIP at Hazipur. It also plans to encourage setting up of Gem Industrial Parks at Patna and Ranchi for exports.The state government also proposes to invite private sector firms to set up EPZs in the state. The necessary assistance including acquiring land on outright purchase or long-term lease of 90 years and other facilities would be extended to entrepreneurs coming forward to set up EPZs at suitable locations in the state.
The following benefits are available to export-oriented industrial units in Bihar: (i)Priority for 100% EOUs and units set up in EPIP/EPZ as regards power connections. These units would also be exempt from power cuts to the extent possible; (ii) ascheme for export awards for SSI units along with the large and medium industries as also merchant exporters in various commodities (iii) assisting industries association and chambers of commerce in setting up a trade centre in the state; (iv) setting up training and design centres for leather, agro-processing, silk etc. at suitable locations to meet the increasing requirements of trained manpower for export production; (v) encouraging the local university and management institutions to introduce courses in foreign trade; and (vi) organising workshops, seminars and training programmes for exporters through the appropriate agencies.
Incentives for EOUs in Bihar include the following: (i) priority in allotment of land/shed, water and power connection, financial assistance etc. to 100% EOUs or units set up in EPIP/EPZ; (ii) exemption from sales tax; (iii) exemption from marketing board levies and other local taxes; and (iv) declaration of export-oriented units as essential services/public utilities service.Besides, the state government proposes to take a supportive view of relevant labour laws to facilitate export production.The Delhi government provides facilities to export-oriented SSI units through the export wing of DSIDC. For the purpose of export promotion, DSIDC participates in international trade fairs and exhibitions. SSI units have to become business associates to avail of the facilities of marketing in both domestic as well as export markets. The entrepreneur's unit is then inspected by DSIDC to assess the production facilities available there to satisfy itself as regards the quality and delivery schedules.
EOUs in Himachal Pradesh are entitled to the following incentives which are over and above the usual incentives/ facilities, admissible to all small-scale and other industrial units in the state viz. assistance for shipment of export samples to small-scale units in the form of reimbursement of costs incurred by them for shipment of export samples from the nearest port/container depot to the portof destination, subject to a maximum of Rs 5,000 per consignment of samples and a total of Rs 20,000 per undertaking in any single financial year; market development assistance which includes (i) 50% of the cost of publishing export marketing brochures and product literature subject to maximum of Rs 5,000 per year, and (ii) 50% of the cost of participation in relevant overseas trade fairs up to a maximum of Rs 10,000 per event. Assistance to any unit during a financial year shall not exceed Rs 15,000. In addition to these, the EOUs will be exempt from peak load restrictions by the Himachal Pradesh State Electricity Board (HPSEB).
In Karnataka all export-oriented industries with a minimum export turnover of 25% of the total turnover are classified as thrust sector industries eligible for special incentives. (Additional subsidy is available only for 100% EOUs.) The state government plans to implement the following proposals in order to boost exports i.e. completion of EPIP project near Whitefield inBangalore; implementation of the EPIP project near Mangalore airport along with an air cargo complex near Mangalore airport; establishing a permanent exhibition complex near Bangalore in association with ITPO/industry; providing market intelligence through state agencies; formulating a scheme of market development assistance for export oriented industries to provide financial assistance for developing export markets; establishing an `export wing' to help SSIs; and setting up a network of container feed stations to facilitate rapid and safe transportation of export cargo.
