J&K's new industrial policy stresses on infrastructure development

Chandigarh, Oct 22: The new industrial policy for 1998-2003 released by the Jammu and Kashmir government lays major stress on development of infrastructure. The policy begins under the head: "Development of Infrastructure" and says that the government would endeavour to develop infrastructure to promote industry. A textile city was proposed to be developed in Kathua close to the Jammu and Kashmir-Punjab Border. An export promotion industrial park was under execution at Kartholi about 15 kms from Jammu.

Similarly an industrial infrastructure development centre was proposed to be set up at Batal Balian near Udhampur, about 70 kms from Jammu leading to Srinagar. A growth centre is being taken up for implementation at Lassipora, Pulwama at a short distance of about 11 kms from Srinagar in Kashmir valley towards South leading to Jammu. Another Export Promotion Industrial Park is being taken up near Srinagar airport. Another centre is to be taken up for development in near future near Srinagar city as well asBadgam district. A software technology park stands "technically cleared" for development in the existing Rangreth electronics complex.

The new industrial policy says that capital investment subsidy at 30 per cent subject to a maximum limits of Rs 30 lakh would be available on capital investment. In priority areas of electronics including computronics and software, food processing including agro-based industries, floriculture, handicrafts, leather processing and leather goods, sports goods, forest based industry, processing of aromatic plants and herbs, pharmaceuticals, weaving, hosiery, the upper limit on subsidy had been increased to Rs 45 lakh.

For prestigious units (those having capital investment of minimum Rs 25 crore) the upper limit of capital investment subsidy would be Rs 75 lakh in thrust areas and Rs 60 lakh otherwise. Over and above this amount, 100 per cent subsidy on project feasibility report and 100 per cent subsidy on testing equipment for maintaining quality standards shall be also beavailable.

The Jammu and Kashmir State Industrial Development Corporation would join the capital investment of the promoters on a selective basis on joint sector or assisted sector approach. The government has formed a high level empowered committee for projects which can be accommodated within the sanctioned policy to give clearances on behalf of concerned government departments.

The package of incentives include allotment of land, industrial sheds, plots on lease basis for a period of 90 years. The rent charged for the period of lease shall be invested in the maintenance of facilities in the industrial estate. In case of land outside industrial estates, where no maintenance is required, only a nominal lease rent shall be chargeable.

Up to 15 per cent price preference shall be available to SSI units in all government purchases except in case of items brought on negative list. Then 50 per cent subsidy shall be available for expenditure incurred on R&D through reputed organisations says the newindustrial policy of Jammu and Kashmir.
