New Delhi, Feb 25: The Lok Sabha on Thursday witnessed uproarious scenes during question hour with members taking exception to remarks by union information and broadcasting minister Pramod Mahajan that he had no control over Prasar Bharati board which was autonomous.Taking exception to this, former Prime Minister Chandrashekhar charged that the minister "should behave in the house" and that "if the minister does not know his job and responsibility, he should not continue in office."
This provoked the treasury benches with members strongly objecting to Chandrashekhar's remarks.
Civil aviation minister Ananth Kumar demanded that the former Prime Minister withdraw his words and was supported by Vaiko (MDMK) and several BJP members who were on their legs.
Supporting Chandrashekhar, opposition members including Laloo Prasad Yadav, Mulayam Singh Yadav and several Congress members shouted at BJP members and charged Mahajan with being arrogant and interfering with the working of PrasarBharati.
Broadcasting Bill to amend cable law: The Government proposes to introduce a bill in the current session of Parliament amending the cable law to ensure that all free-to-air television channels conform to the programme code on violence and vulgarity, the Lok Sabha was informed on Thursday.
Private channels now uplinking from within the country are required to adhere to this code applicable to Doordarshan, but foreign satellite channels uplinking from outside the country do not fall under the ambit of Indian laws as of now, minister of state for information and broadcasting Mukhtar Abbas Naqvi said in a written reply.
Pakistan opened unprovoked fire 642 times: There were 642 incidents of unprovoked firing by Pakistan along the Indo-Pak border in Jammu and Kashmir during December 1998-January 1999, defence minister George Fernandes informed the Lok Sabha on Thursday.
In a written reply to a question, Fernandes said five army men, one BSF personnel and one civilian were killed and21 army men, three BSF personnel and two civilians wounded during the period.
Siachen: The defence minister said that three attempts were made by Pakistani troops during December 1998 and January 1999 to capture posts on Saltoro range in Siachen.
Seabird: He said the Government has approved and was in the process of setting up a naval base `Seabird' at Karwar region of Karnataka state, on the western coast of India.
To another question, Fernandes said there was no project involving manufacture of major weapons systems which has been delayed for over 20 years.
Submarines: Fernandes said the Government of has not asked the German Government to supply two more `SSK class' submarines and so the question that the latter was refusing to supply them does not arise.
Captain: A former army officer was arrested by the CBI on the charge of defrauding the defence ministry and a case was registered against him along with several others, he said, adding investigation was in progress bythe CBI.
Authority: Minister of civil aviation Ananth Kumar told Lok Sabha the Government plans to set up an Airport Regulatory Authority to look into the grievances with regard to fixation of tariff rates, allotments of slots, working of air traffic controllers and allocation of space in the airports.
To another question he said the Government has so far approved corporatisation of existing airports at Delhi, Mumbai, Chennai, Calcutta and the proposed new airport at Bangalore so that they are developed as world class international airports.
Aircraft: He said the programme for manufacture of 100-seater passenger aircraft with jet engines was still in the stage of conceptualisation.
Tourism: Minister of state for tourism Omak Apang told the Lok Sabha that Government was taking several steps to attract international tourists to visit India during the millennium year festival which he said was being widely publicised worldwide through its overseas offices.
Child: He said theGovernment has approved Rs 261 crore for continuance of the revised scheme of National child labour projects during the ninth five year plan.
Locos: Indian Railways has imported 30 AC three phase electric locomotives from ABB, Switzerland at a cost of Rs 22 crore along with transfer of technology for indigenous manufacture of these at Chittaranjan Locomotive Works, minister of state for railways Ram Naik said.
Catering: The proposal for setting up of Indian Railways Catering and Tourism Corporation has been submitted for cabinet's approval, he said.
Cess: Railways has sent a note to the cabinet proposing levy of cess on fuel and vehicles in view of acute paucity of funds to construct over-bridges, level crossings and to man them, Naik said.
Accidents: 255 people were killed and 270 injured in railway accidents from November 1998 to January 1999, he said.
Traffic: Share of railways in passenger and freight traffic as compared to roadways has been falling over theyears and has come down from 89 per cent share of freight traffic in 1951 to 40 per cent share in 1995 and 68 per cent share of passenger traffic to 20 per cent, the minister informed.
Food: Action has been initiated to explore possibilities for setting up of a processed food development fund in collaboration with financial institutions, minister of food processing industries Pramod Mahajan said.
