Twelve state units owe MMRDA Rs 1,726 cr

Mumbai, June 26: Twelve state government undertakings owe a whopping Rs 1,726 crore to the Mumbai Metropolitan Region Development Authority (MMRDA) as on April 1999. These and the Government departments have failed to maintain the repayment schedule. Mantralaya sources told The Financial Express that MMRDA has made it clear that it would provide funds to such undertakings in future only if backed by a state government guarantee. At present, such guarantee has not been given to these undertakings.

MMRDA, which was castigated by the Comptroller and Auditor General for non-recovery of loans, would henceforth provide funds only after a critical analysis of balance sheet, properties held by such undertakings and their financial conditions. These enterprises would have to mortgage their land/buildings with the MMRDA if they were unable to repay the loans.

The list of government undertakings include City & Industrial Development Corporation (Rs 265 crore), Maharashtra State Financial Corporation (Rs 40 crore),Maharashtra State Cotton Growers Marketing Federation (Rs 200 crore), Maharashtra Films Stage & Cultural Development Corporation (Rs 3.32 crore), Maharashtra State Small-scale Industries Development Corporation (Rs 14 crore), state finance department (Rs 160 crore), Maharashtra Krishna Valley Development Corporation (Rs 200 crore), Maharashtra Jeevan Pradhikaran (Rs 100 crore), state housing department (Rs 125 crore), Maharashtra State Electricity Board (Rs 100 crore), Maharashtra State Forest Development Corporation (Rs 1.22 crore) and State Industrial and Investment Corporation of Maharashtra (Rs 517.15 crore).

Mmrda has also provided funds to following agencies: HDFC (Rs 245.69 crore), ICICI (Rs 234.80 crore), I-Sec (Rs 214.36 crore), IL&FS (Rs 70 crore) and a string of commercial and nationalised banks (Rs 68.62 crore). These agencies have been strictly following the repayment schedule.

Mmrda had provided a bridge loan of Rs 100 crore to the Maharashtra Krishna Valley Development Corporation for amonth and accordingly it had committed to repay the amount in April 1999. However, MKVDC had failed to clear the loan, sources said. Maharashtra Jeevan Pradhikaran, which has been a nodal agency for the implementation of government's potable water supply programme in all villages, has also conveyed to Mmrda that it would be impossible to keep to the repayment schedule.
