Pawar, Sonia brace up to get a bigger slice of Muslim voters

Sanjay Jog
Mumbai, July 23: A fierce tussle is on between the Nationalist Congress Party led by Sharad Pawar and the Sonia Congress on offering various sops to Muslim voters in Maharashtra in their election manifestos. Muslims account for nearly 12 per cent of the total electorates in the state and they have dominance in at least 34 state assembly and 12 Parliamentary seats in the state.

NCP has already promised to form a special financial corporation for muslims, additional funds for spread of education and literacy among Muslims and maintain proper rapport with the community both at the government and non government level. Pawar has already declared that the Srikrishna Commission which had probed communal riots of 1992 and 1993 after Babri masjid demolition while squarely blaming certain Shiv Sena leaders for their alleged role in formenting riots, would be revived after NCP assumes power in the state.

The alliance government had rejected the findings of Srikrishna Commission on the grounds that the report wasquite biased. Pawar who is known for his secular credentials had to face an anger from various Muslim leaders and organisation for his alleged role in fomenting the communal riots with a view to settle score against the then chief minister and a protegy turned rival, Sudhakar Naik. However, Pawar was able to drive home point that "the undivided Congress party in an alliance with the Republican Party of India and Samajwadi party and on an active support from Muslims was able to secure 37 of the total 48 seats in 1998 parliamentary elections."

Pawar hoped that his party would do well due to a wholehearted support from Muslims and minorities. He has assured the Maulanas and representatives of various organisations that NCP after coming to power would take their views into account before taking any policy decision.

He asked them to set up a coordination committee of various Muslim organisations for proper coordination with the NCP government in the state.Marathwada Federation of Muslim Association, owing anallegiance to Pawar has pressed for giving a status of second official language to Urdu and providing an adequate representation to Muslims in local bodies, government and various government and NGOs. It has strongly demanded that the Maharashtra Minorities Commission should be revived as it had been wound up by the ruling Shiv Sena-BJP alliance after assuming power in 1995.

On the other hand the Sonia Congress has assured a special package for Muslims comprising increase in the corpus of the National Minorities Development and Finance Corporation, giving more teeth to the National Minorities Commission, effectively implementing the Protection of Places of Worships Act, evolving a foolproof riot prevention mechanism and setting up of commission to recommend reservation for Muslims.

Sonia Congress has also promised an appointment of a special commission to undertake a comprehensive study on economic, social and educational condition of Muslims and provision of loans from government and semi-governmentagencies for housing, education and business.

A section of leaders in the Sonia Congress wants that small farmer which is caught in loan trap should be helped by giving soft loan at a nominal rate of 4 per cent. These leaders expect that the party in its election manifesto should assure a special scheme to get adequate price for cotton growers in Maharashtra.
