New Delhi, Nov 1: The Central Electricity Regulatory Commission (CERC) notified the Indian electricity grid code (IEGC) on Monday which is designed to bring discipline to the inter-state transmission system. the code will come into effect from January 1, 2000.Being an order of the commission, any violation is liable to be penalised. CERC will issue guidelines for transmission licensing soon.
The code specifies that PowerGrid, which is the central transmission unit (CTU), will invest in new lines through a transparent process and announce plans of new investment detailing costs, time and tasks involved. It will allow a month for objections or alternative proposals to be submitted. Cases will be submitted to CERC for consideration and final disposal.
The order specifies the respective roles of the regional load despatch centres (RLDCs) and other constituents of the system. It asks all concerned including the Central Electricity Authority (CEA) to take cognisance of the changed legal provisions subsequent to the Electricity Regulatory Act, 1998 and the amendments in 1998 to the Indian Electricity Acts of 1910 and 1948.
The order asks the CTU to suitably man RLDCs with senior functionaries to effectively discharge their independent responsibilities.
