Haryana to set up 4 panels to push economic growth

Chandigarh, Nov 26: As a sequel to the new industrial policy, the Haryanagovernment has initiated the process of setting up of an EconomicDevelopment Board under the chairmanship of chief minister Om ParkashChautala.

State chief secretary RS Verma disclosed said that this board would providepolicy directives and oversee implementation of the sectoral components ofeconomic development plan of the state through "coordinated development ofagriculture, industries and service". The board would function as supremebody for overseeing infrastructure initiative.

Idea was to attain sustainable economic development through catalysis ofinvestments in all sectors of economy, he said.

An empowered committee under the chairmanship of chief secretary is beingset up to suggest policy initiatives and to monitor the policy forcoordinating with various departments of the government to achieve theobjectives set forth in the new industrial policy. The empowered committeewould revamp institutional mechanism and notification in this regard islikely to be issued soon.

The government is also in the process of constituting a standing committeewherein representatives of industrial associations would be associated tostudy the existing laws and procedures relating to setting up of newindustries and to suggest modifications and alternations that eliminatedelays and expedite clearances.

The Industrial Assistance Group (IAG) is also being strengthened andrestructured so that it acts as the nodal institution for providingassistance to investors, escort services for venture location, informationon investment policies, procedures and clearances.

Verma claimed that in line with policy guidelines, a system of deemedclearances and approvals for speedy implementation of projects is beingadopted. Wherever provision for deemed clearance exists, the certificate ofdeemed clearance shall be issued by the Single Window Service for projectshaving fixed capital investment upto Rs 30 crore.

For projects having fixed capital investment of Rs 30 croe and more, suchcertificates shall be issued by the Industrial Assistance Group. Most of thedepartments had delegated powers to field functionaries to reduce timeframes for project completions and speedy sanctions.

Industries other than in 17 highly polluting category, 19 pollutingindustries and other large and medium industries had been taken out of theconsent mechanism. The IT industries in large and medium category set upwithin approved industrial estates and having sewer connection would also betaken outside the consent mechanism according to the decision.

To effectively monitor approvals, facilitate implementation of projects andhandle grievances, a state level monitoring and grievances redressalcommittee headed by commission industries would meet at least once in 30days.

The government has also decided to set up an Infrastructure Development Fundas per the policy that envisages expanding the existing infrastructurethrough private sector participation. The fund would be set up and would actas a catalyst for mobilising the channelising private resources intoinfrastructure development of the state. The government is also consideringestablishing an Infrastructure Development Authority to effectivelycoordinate private and state efforts for infrastructure development.

The industrial plots allotment policy has been simplified and liberalised toallot the plots to the entrepreneurs on an on-going basis with "no place forthe scheme of giving industrial plots through auction".

A task force of industries and town and country planning department is beingset up to identify areas in the state which would be notified as industrialzones to facilitate the setting up of industrial units. The chief secretarywho was joined by secretary industries, PKChaudhary, managing director,Haryana State Industrial Development Corporation, Harbux Singh replied toseries of questions on steps to give boost to economy and to achieve aminimum of 10 per cent industrial growth. Special Principal Secretary toChief minister, RS Chaudhary, Additional principal secretary, D.S Dhesi,special principal secretary, Sanjeev Kaushal who were also present repliedto questions relating to their departments about the action taken in theaftermath of new Industrialpolicy.
