New Delhi, May 10: The Confederation of Indian Industry (CII) and the Supreme Court Bar Association of India are jointly organising a national conference `Legal Reforms in Infrastructure: Addressing the Missing Links', on May 12 and 13 in New Delhi.According to the organisers, the two-day conference will aim at providing the government with inputs for reforming the legal structure governing infrastructure. The conference is likely to be attended by more than 100 top participants from infrastructure and law.
The inaugural session will feature Justice Rajendra Babu, Montek Singh Ahluwalia, member, Planning Commission, and Bibek Debroy, director (research), Rajiv Gandhi Foundation.
After the inaugural session, special sessions on legal reforms in the urban infrastructure, airports, surface transport (roads and ports), energy and telecom will be held. Among those who will address the sessions are RV Gupta, secretary, ministry of civil aviation, RN Goyal, member, Telecom Commission, and Ravi Parthasarthy, vice chairman, IL&FS.
According to CII, one of the most important reasons for slow penetration of private sector into infrastructure is that an intricate set of rules and regulations and a plethora of legal formalities have retarded the process of decision-making.
The chamber feels that because of lack of a well understood and widely accepted legal framework, there is no clear allocation of rights and duties, and public and private decision-makers are unable to provide leadership and direction. Therefore, the issue of legal framework needs to be addressed urgently in order to spur growth in the infrastructure sector.
