Splitting the silver -- Blue-chips for DTO, blues for DTS?

New Delhi: Internal recommendations on the work allocation between Department of Telecom Services (DTS) and the newly formed Department of Telecom Operations (DTO) indicate that the companies which will go on the disinvestment chopping block first, like HTL and ITI, will be made a part of the DTS and the more profitable ventures like VSNL, MTNL, C-DoT and TCIL will be allocated to the DTO.

According to senior officials, DTO will be responsible for the development, operation, and maintenance of all telecom services in the country. Therefore, according to them, it is but natural from the point of view of technical and network integrity, revenue-sharing, numbering, and charging plans that the service PSU's like MTNL, VSNL, and TCIL, should be with DTO. According to sources, the "allocation of business rules", which have been submitted to the chairman of the Telecom Commission (TC) for consideration, are likely to accepted in the current format and will then be sent to the Cabinet Secretariat for final approval.

As per the recommendations, DTO will look after execution of work, including purchase and acquisition of land and all matters related to personnel under the control of DTO. All matters, other than policy and licencing, relating to operations, maintenance, development of communications, will also be under the purview of DTO. Decisions regarding technologies to be adopted and services to be offered by the DTO, tariffs to be charges, etc. will also be with the DTO.

Apart from this, it will also have the authority over procurement of stores and equipment required by DTO and financial sanctions relating to DTO. The finance wing will service DTO as well and the Telecom Commission shall conduct business of DoT, DTS, and DTO in accordance with the administrative and financial powers already vested. The four members shall continue to be a part of the Telecom Commission setup and will perform the functions assigned to them. They will continue to exercise the delegated powers with regard to procurement of materials, selection of technologies, etc. and whenever required, will send files to concerend secretary in DoT, DTS, or DTO.

Meanwhile, DoT officials see the move to bifurcate DTS to enable Vinod Vaish to continue as secretary, DTS, as a wastage of time: "We will end up wasting a whole lot of precious time in division and allocation of work." Though they say that the financial implications will not go beyond that of the salary of an additional secretary, staff, and stationary, but this will cause unnecessary delays in operations.
