BSNL to get professional facelift

Calcutta, Nov 1: The newly-formed Bharat Sanchar Nigam Ltd (BSNL) is poised for a professional facelift. As a first step towards corporatisation, the new avatar of the department of telecom services will recruit professionally-qualified junior accounts officers (JAO) in its lower rungs and impart professional training to its existing workforce.

Under the new scheme of things, each year 1,200 qualified chartered accountants and cost accountants can be absorbed by BSNL. The amendment to the JAO recruitment rules was long overdue and a proposal in this regard, put forward by various apex accounts bodies, had been languishing with the government since 1994.

The BSNL management has also drawn up plans to impart training to its employees who may or may not possess professional qualifications. For this, it has roped in professional bodies like the Institute of Cost & Works Accountants of India (ICWAI), Institute of Chartered Accountants of India (ICAI), Institute of Internal Auditors (IIA) and Institute of Chartered Financial Analysts of India (ICFAI).

ICWAI has 92 chapters and ICAI has 81 branches across the country. Apart from them, the IIA and ICFAI have five chapters each to meet the training programme formulated by BSNL.

Each of the institutes will arrange the training programmes independently and the training will be conducted in BSNL's own auditoriums or conference halls.

The mandatory orientation programmes will be a week-long "grind" for chief accounts officers (CAO), assistant accounts officers (AAO) as well as senior personnel like director (finance), and will cover diverse topics such as company law, economic legislations and audit processes.
