CAG report points at MP's worsening fiscal position
Bhopal, Nov 12: The finances of the Madhya Pradesh government are heading towards the region of UN-sustainability as indicated by the worsening assets to liability and revenue deficit ratios, according to a Comptroller and Auditor General(CAG) report. The CAG in its report for the financial year 1998-99, presented in the state assembly last week, said a review of the indicators of financial performance shows 1998-99 witnessing a sharp deterioration in the state's fiscal position.The revenue deposit jumped by 512 per cent in the year and the fiscal deficit jumped by 126 per cent mainly on account of 23 per cent increase in the revenue expenditure and nearly stagnant revenue receipts. The report pointed out that funds were mainly used for revenue expenditure, whose share not only went up from 82.81 per cent to 91.28 per cent but also remained significantly higher than the share of the revenue receipts (72.85%). It said, the percentage of capital expenditure fell from 11.84 per cent to 6.48 per cent and lending for development purposes fell from 3.30 per cent to 1.94 per cent. The report said, net effect of transactions in the consolidated fund, contingency fund and public account was decreased by Rs 184 in the cash balance at the end of the year. The CAG report said that the financial operations of the state government led to a 22 per cent growth in its financial liabilities as against only seven per cent growth in its financial assets, showing an overall deterioration in thefinancial condition of the government.
