New Delhi: Internet can be used as an effective governance tool to bring in transparency, downsizing operations and reducing corruption in government departments, said Mr N Vittal, central vigilance commissioner of Government of India.Mr Vittal was addressing delegates at IT World 2000/Comdex India in a session Government & Internet Citizen : Where is Government Interaction in E-Governance. Mr Vittal said that government functions should be used in synergy with Internet technologies to provide real E-governance. He advocated for SMART (S=simple, M= Modern, A = accountable, R = responsible and T= transparency) governance which is possible only with the use of Internet.
The government operations and departments are getting bulkier day by day. The Government which used to operate only from north and south blocks have extended to the entire city with `Bhavans' all over, said Mr Vittal adding that Internet will help in reducing the size of operations substantially.
The electronic conversion of mass data, Web-enabled application forms will streamline operations, he said.
Mr Vittal said that citizens have a right of information and they should know what they are entitled for. The government should use Internet to make every information public except a few sensitive areas like security and intelligence. This will not only create transparency but also make the easy information availability to people without any delay, he added.
All the application procedures and public interactions should be converted on Internet to take care of corruption. This would cut the direct interaction of public with `Babus' of government departments, said MrVittal.
