Whither Operation Knowledge? 

 
The dream of the IT Minister, Mr Pramod Mahajanto make India a reservoir of IT skills-Operation Knowledge-has failed tocatch Budget 2001's fancy. The IT Ministry's ambition plan, which waspresented to Ministry of Human Resources, recommended the budget allocationof Rs 2,710 crore in upgrading the facilities of around 800 traininginstitutions of the country and tripling the intake of IT-relatedengineering streams to 2,10,000 by 2003.

On the flip side, the Finance Minister has announced the upgradation ofRoorkee Engineering college to an IIT and the accelerating the setting up ofGuwahati IIT. However, the Mr Sinha has assured that the the base of IITswill be expanded and regional engineering colleges will be strengthened. Healso said that the new institutes will be set up with public and privateparticipation and the role of private sector will be encouraged.

The finance minister also announced a new centrally sponsored scheme forcomputer literacy and studies in schools to college levels.
