Budgetary support up 16 %

The Finance Minister has increased the budgetary support to the Centre,states and Union Territories to Rs 1,00,100 crore, which is Rs 13,862 croremore than the revised estimates for the '00-01 fiscal.

Mr Sinha said the increase amounts to 16 per cent growth. Gross budgetarysupport for the Central Plan is being enhanced from Rs 48,269 crore in therevised estimates 00-01 to Rs 59,456 crore in 01-02. The Central Planassistance to states and UTs is also proposed to be increased to Rs 40,644crore from Rs 37,969 crore in the revised estimates 00-01, Mr Sinha said.

He has linked a sum of Rs 5,000 crore form divestment proceeds foradditional Plan support, primarily in the social and infrastructure sectors.

However, "this additional allocation in the Plan will be contingent uponrealisation of the anticipated receipts," he said.

The finance minister has set a divestment target of Rs 12,000 crore for01-02, which is Rs 2000 crore more than the target of this fiscal. Thedivestment receipts for this fiscal, as per the revised estimates, stand ata meagre Rs 2,500 crore. Of the Central outlays, energy has received themaximum outlay of Rs 33,788 crore, up from Rs 26,095 crore for revisedestimates 2000-01. u It may be noted that the Budget estimates for thepast fiscal was Rs 29,793 crore.

The second largest outlay is for social services, Rs 24,491 crore, againstRs 19,741 crore of revised estimates 00-01. For this sector, too, therevision was downwards in the past fiscal of Rs 21,849 crore Budgetforecast.

On the transport sector, the outlay is Rs 22,570 crore, up from Rs 20,848crore of the revised estimates 00-01 and Rs 20,992 crore of last year Budgetestimates.

For communications, the finance minister has allocated Rs 20,289 crore,slightly lower than last year's revised estimates of Rs 20,317 crore. Thebudgetary estimates was Rs 19,455 crore.

The allocation for industry and minerals has gone down from last year'sbugdetary support of Rs 9,267 crore to Rs 7,960 crore. This is in view ofthe revised estimates for 00-01 which showed a figure of Rs 7,085 crore.

There has been marginal decline in rural development allocation, from Rs6,895 crore in last Budget to Rs 6,846 crore. Revised estimates for 00-01stood at Rs 6,403 crore.
