It is for this very reason that the Deve Gowda government chickened out when it came to moving a Bill earmarking 33% Parliamentary and legislative seats for women.

It is surely a sign of the times that similar exuberance cannot be found for the impact of the dream budget on the country's social indices which by any yardstick, Chinese or sub-Saharan, are shameful.
