Colleges flout rules

MUMBAI, July 6: Degree colleges, some deliberately and some due to confusion, are flouting the Bombay High Court directives on first-year admissions, issued pending final hearing on centralised admissions.

This was revealed in the statement on vacant seats in various colleges in Greater Mumbai and Thane areas, a copy of which is in the possession of Express Newsline. A final report by the university flying squad will be submitted to the state government on Monday, said the Vice Chancellor of University of Mumbai, Dr Snehalata Deshmukh.

According to an observer and member of the squad, the 52 per cent caste reservation and three per cent reservation for handicapped, army personnel, transferred government employees, personalities from sports etc. are being flouted by both minority and non-minority educational institutions.

Deshmukh maintained, "The provision of 3 per cent reservations is not clear. For example, among those eligible under this quota, who should be given more preference when one has more contenders and less number of seats".

A senate member and university observer, Amarjit Singh Manhas said, "There are many colleges that deliberately refused to admit their students or admitted more students than the sanctioned strength." The observers pointed out some examples, including Dalmia college, Malad and Rizvi College, Bandra that have refused admissions to in-house students. On the other hand, several colleges have taken more students than their sanctioned students' strength.
