States' staff on the warpath

NEW DELHI, July 20: The Communist Party of India (Marxist) has described the Fifth Pay Commission's recommendations as approved by the Centre as ``unsatisfactory.'' In a statement issued here today, the CPI (M) apprehended that the recommendations relating to massive abolition of posts and ``massacre of jobs'' will be implemented. ``Threat of wholesale computerisation and automation as recommended by the pay commission remains,'' it said adding that justice is still denied to Class II and Class IV employees. Meanwhile in Calcutta, the All-India State Government Employees' Federation, claiming to represent about 80 lakh state government employees and teachers in the country, today said that the Pay Commission's report would have ``harmful effect'' on them since such recommendations ``act as a pathsetter'' in the States. The federations' general secretary, Sukomal Sen, said in a release that the federation had asked all State Government employees to observe ``All-India Protest Day'' against the Pay Commission's report, by holding country-wide demonstrations on August 6. The federation, which alleged that the report was finalized ``reflecting the IMF-World Bank philosophy of elitism on the one hand and offensive on the labour on the other,'' demanded that the Centre take steps to improve the pay-scales, end ``discrimination'', reject the ``move for retrenchment and cut down job''. As regards state employees, it urged the Centre to allot special funds to the State Governments for revision of pay and allowances for state staff.
