Democracy? India needs a Deng

In his column on July 14, `Conversations in Hong Kong', Shekhar Gupta has elevated me to a new notoriety in India. The argument, I believe, is not about whether democracy is good, for it is inevitable. At issue is when to introduce it -- before or after economic take off -- and the final form it takes.

Bruised relations are like wounds which gather a crust but do not heal. India and China have considerably spanned the distance which the 1962 war had created between the two. Still, they are not exactly close. This was evident from the tenth round of talks on the demarcation of borders, held in New Delhi.

Not just agitprop

Twelve years after the Assam Accord, its most important element is finally getting the attention it deserves. Last week, the tripartite meet between Union Home Minister Indrajit Gupta, the All Assam Students' Union and the Assam Government sought to evolve a "wider consensus" among political parties and replace the ineffectual Illegal Migrants (Detection by Tribunals) Act of 1983 by a more adequate piece of legislation.
