The annual United Nations discussion on human rights and minorities appears to have degenerated into an open forum where anyone can air his views, no matter what their credibility rating. It is the only forum where people who can never hope to be heard in their own countries get a voice.

As has been shown by the recent tragedy of the Uphaar Cinema fire and the widespread disease and death caused by the `plague' of August/September, 1994, we, as a nation, seem to have a special knack of waking up to our health and safety problems only when they overtake us.

I am sorry. The national audience of African-Americans was overwhelmed and readily forgave. Even the Whites were moved. Clinton wiped his eyes, his people a haunting memory; or, so is presumed. Queen Elizabeth II of Britain is too important to escape the ills of diplomacy.
