NEW DELHI, November 18: Declining to stay the trial of former Prime Minister P V Narasimha Rao in the JMM MPs' bribery case, the Supreme Court on Tuesday referred the matter to a Constitution bench to decide whether legislators are public servants under the Prevention of Corruption Act.
