Pioneer Jabalpur varsity in criminal hands

JABALPUR, January 9: The Rani Durgavati Vishwa Vidyalaya (old University of Jabalpur) is a shadow of its glorious past today with money and muscle-power ruling the roost.

The entire functioning of the pioneer university is being controlled and administered by persons having links with criminals. Anti-social elements are being patronised and financed by even the Vice-Chancellor for his vested interests and some of them are also in the good-books of the university. The financial and other irregularities of serious nature are rampant in the University.

The alarming disclosures have been made in the University's 186-page long voluminous report by a three member Inquiry Commission headed by Justice Gulabchand Gupta, former Chief Justice of Himachal Pradesh.

At a press conference yesterday, the findings and recommendations of the Inquiry Commission were made available to mediapersons by Justice Gupta.

Earlier, following a clash between a section of students and teachers working in the confidential section of the University on June 16, 1997, the Executive Council of the RDVV appointed an Inquiry Commission under the chairmanship of Justice Gupta to probe into the allegations against the administrative staff of RDVV.

Justice Gupta in his findings and recommendations, complained about the problems faced by the Commission due to non-cooperation of officers and authorities of the University, who refused to part with full and authoritative information. He also complained that the updated version of the M P Universities Act, Statue and Ordinances were not available in the universities library.

Regarding the recommendations made by the Commission, Justice Gupta said, ``We find no justification for disregarding provisions of the M P University Act, Statues and Ordinances by the university authorities,'' and added that since the university has reached the stage where merit has no place and nepotism is the guiding rule, an immediate overhaul of the system was needed.

The Commission strongly advocated that no teacher of any university should be appointed Vice-Chancellor of the same university. It also suggested that a three-member committee should be set up to assist the Vice-Chancellor and the Act should be suitably amended.
