MUMBAI, January 23: As many as 50 State bureaucrats of the ranks of principal Secretaries and Secretaries have been summoned by the Election Commission to supervise elections in Uttar Pradesh and Bihar.Barring the Secretaries of Home, Finance, Education and Planning departments, all others have been asked by the State Government to report at the Nirvachan Bhavan, New Delhi, on Saturday by 9 am to seek further instructions from the Election Commission.
Predictably, none of the officials has refused to accept the assignment, yet most of them were afraid of supervising the polls in Bihar and Uttar Pradesh. "Every one knows the state of affairs in Bihar where booth capturing has become a rule rather than an exception."
