It is with a collective sigh of relief that the people of the world greeted the signing on Monday of the UN-brokered agreement to end the Iraq weapons crisis. By preventing the outbreak of war in the region, the UN secretary-general Kofi Annan achieved a rare victory, an outcome that had eluded his counterpart, Perez de Cuellar, seven years ago.
