The party high command is likely to nominate one All India Congress Committee observer to the meeting, the sources added.
Meanwhile, political parties in the state, barring Congress yesterday joined issue with Naga Hoho (apex body of tribals) and major NGOs in the state in opposing the formation of a ``fraudulent and proxy'' Congress government in the state, Naga Hoho sources said.
The delegates, who attended a crucial meeting called by action committee, endorsed Naga Hoho's memorandum to President K R Narayanan on Thursday and expressed``deep displeasure'' at the way elections to the 60-member state Assembly and lone Lok Sabha seat were conducted, Neingulou Krome, convenor of the core committee of Naga Hoho and NGOs said.

The meeting also empowered state units of Bharatiya Janata Party and Lok Shakti to approach the Election Commission for ``justice'' through their Central leaders, he said.
Naga Hoho and the NGOs requested the President on Thursday to stop formation of a ``proxy government'' in the state and help avert further crisis in the state. The Nagas would oppose through non-violent democratic measures the formation of a Congress-led government in the state which had ``no political validity''.
The delegates assured to take all possible steps to ensure unity among all Nagaunderground factions for the success of the peace talks, Krome said.
