IDE director too old for post: Senator

APRIL 13: A Senate member of the Mumbai University, Amarjit Singh Manhas, today submitted a scathing letter to Chancellor Dr P C Alexander seeking to draw his attention to the continuation of M S Kambli as director of the Institute of Distance Education beyond the age of superannuation. Kambli, who turned 60 on April 5 this year, currently holds three posts: those of university registrar-in-charge, IDE director and a warden at J S Hostel, Churchgate.

``The Vice-Chancellor has schemed to continue Kambli as IDE director beyond the age of superannuation under the plea of self supporting department of the university in violation of all norms and provisions of the standard code, 1984, and MU Act of 1994,'' Manhas stated in his letter. Kambli had sought voluntary retirement from the Chinai College of Commerce in 1994. The varsity then appointed him IDE director the same year as per the code applicable to non-teaching employees of the university till the age of superannuation, ie 60 years.

However, Manhas saidKambli has been allowed to draw salary as IDE director and get pension, accruing from his retirement as a college principal. ``One fails to understand why the VC wants Kambli to continue as IDE director upto the age of 65 when nobody, except for the VC, is allowed to work up to that age. Even the pro-vice chancellor cannot continue beyond the age of 60,'' said Manhas. Said VC Dr Snehalata Deshmukh, ``Even college principals and professors are sometimes allowed to continue till the age of 65.'' She said they would not extend the additional charge of registrar for Kambli. A new registrar is to be appointed within two months. However, Manhas, alleged that since the last nine months, no efforts have been made to select a new registrar except for conducting one interview.

Said Kambli, IDE is self-supporting and could afford to pay his salary. ``Academicians sometimes continue till the age of 65 without using salary grants awarded by the state,'' he explained. In his letter, Manhas has also stated: ``Till thisday, neither the finance committee nor the purchase committee nor the management council has approved the purchase of the Opel Astras. By the time auditing of the account of the university for the year 1997-98 takes place, the present VC would have gone out of her office,'' he stated.
