President Bill Clinton's special envoy Bill Richardson said that the peace talks for a negotiated settlement between Taliban and the northern alliance would take place here by April 27 and no military offensive would be launched till then.

He said the warring Afghan factions agreed to provide relief workers ``a safe and secure environment,'' not to permit ``terrorism from Afghan soil'' and to combat drug trafficking.

The talks will comprise a steering committee formed from Taliban and opposition ranks.
