NEW DELHI, April 29: Captain Vinod Kumar Mohindra, a former Navy man who is currently with a maritime company, enrolled as a senior citizen warden under the aegis of the office of the Delhi lt governor. Wardens like him were to be the ``eyes and ears'' of the lt governor vis-a-vis civic bodies. He took it upon himself to check out unauthorised parking lots in the city. His very revealing report has been gathering dust.Mohindra said today that at the DDA-authorised parking in Vikas Minar and Vikas Sadan (both DDA offices incidentally), attendants charge Rs 7 instead of Rs 5 per four-wheeler.
``People pay because there is no awareness. DDA has not put up any notice boards telling people about the correct parking rates.
``At the Saket Commercial Complex in the MCD-authorised parking lot they charge Rs 10 instead of the actual rate of Rs 4 for four hours. The Anupam PVR management and I complained several times to the MCD, the police and even the L-G control room but no help has been forthcoming,'' Captain Mohindra adds.
Despite repeated complaints and having personally met several officers in MCD, the police and the DDA, Mohindra has drawn a blank. ``In my report I even made recommendations to challan the contractors who have been cheating the public anything between Rs 5,000 to Rs 50,000 but the MCD, DDA and the police have not done anything,'' he says.
The NDMC has authorised a parking lot for those coming to the Delhi High Court. The parking ticket says: B. the wall of High Court. The attendants say the alphabet B stands for behind the wall of High Court.
But the attendants give a parking ticket to cars parked on both sides of the court, across the road and even to those parked adjacent to the government residential houses. The NDMC has not demarcated the land for parking use leaving the attendants to extend their territory at will.
Mohindra's frustration clearly indicates that the citizen warden scheme of former L-G Tajendra Khanna has failed and neither the civic bodies nor the police bothers to listen to them.
