BHUBANESWAR, May 5: The newly appointed Orissa Pradesh Congress Committee (OPCC) president Hemananda Biswal today struck an independent note by announcing that he would revamp the organisational setup in the party.On his return from New Delhi, Biswal told mediapersons that that he would effect restructuring of PCC and front organisations. Majority of the PCC office-bearers and other front organisations are loyalists of Chief Minister J B Patnaik. To a question, the PCC chief said that Cabinet reshuffle was the prerogative of the Chief Minister but maintained that it should be effected after consultation with the organisational head. Biswal was given a rousing reception at the airport. Congressmen and workers belonging to both Chief Minister J B Patnaik and Deputy Chief Minister Basant Kumar Biswal's camp were present at the airport to welcome the new PCC chief.
Several ministers including Jagannath Patnaik, Matlub Ali, Jaydev Jena, Nagarjun Pradhan, Ramakanta Mishra, Suresh Kumar Routray, Bijaylaxmi Sahuand Prakash Debta were present at the airport. Several MLAs of the ruling party, Ganeswar Behera, Lalatendu Bidyadhar Mahapatra were present.
Replying to a question whether he would resign from the post of Deputy Chief Minister after taking over as the PCC chief, Biswal said he had received no such indication from the High Command. The PCC chief said that though he believed in the one-man one-post norm, there was no question of resigning from the post of Deputy Chief Minister unless he was told to do so by the High Command.
Biswal discussed organisational matters with party chief Sonia Gandhi and officer bearers of the All India Congress Committee (AICC) during his stay in New Delhi. "I will continue as the Deputy Chief Minister till I get indication from the High Command," he added.
Biswal said that his message to partymen as the PCC chief was, "Go to the people in the villages." He said that the organisation would work for restoring people's confidence in the Congress. He admitted the party had losttouch with people after coming to power.
Biswal said that lack of coordination between the government and the organisation was mainly responsible for the party's debacle in the Lok Sabha polls. The Government dominated the organisation, he said, adding that now the organisation would be given priority.
