MAY 17: The political activities in Bharmaur Tribal Assembly are hotting up as the final day, June 3 is approaching. This constituency is also one of the segments of the Mandi Parliamentary constituency from where, apart from the other candidates, wife of former Chief Minister Virbhadra Singh is also contesting.The Bharmaur constituency is broadly divided in three parts Bharmaur-Holi, Pangi and nine non-tribal panchayats -- Saran, Kiri, Lilh, Belj and others --which are extremely backward in every respect.
This constituency is the largest among the other constituencies of the Chamba District, with an area of 3841 sq kms, but there are only 41,964 voters - 21,781 men, 20,121 women and 62 service votes. There are 104 polling stations and the Chask Bhatrori in Pangi is situated at the height of 13,330 feet and to reach this station polling party has to walk for 35 kms.
According to the 1991 census, the total population of the constituency is 62,005.
Campaigning is a hard task here as most of the area is without roads and one has to walk for miles to campaign. There are five candidates in the fray, Tulsi Ram of the BJP, Thakur Singh Bharmauri of the Congress, Kartar Singh of the HVC, Lalit Kumar of the Shiv Sena, and Prem Lal Thakur is an Independent (from Pangi segment). This constituency these days is being visited by important leaders constantly.
Thakur Singh Bharmauri represented this seat last time and won as an Independent as he was denied the Congress ticket. Being close to Virbhadra Singh he was later included in the Congress party as an associate member. He was made the chairman Wool Federation of Himachal Pradesh.
Thakur Singh, in a triangular contest, won the seat with a marginal difference but with the BJP in power at the Centre and State things look different this time. Singh has lost popularity in the last four years due to his harsh behaviour. In the previous election Thakur Singh was far behind in vote tally from the Pangi segment. The voters of Pangi belt have always favoured the ruling party, but this time Thakur has no such favouring.
Tulsi Ram, who is considered a simple man, enjoys the advantage of support of the HVC and anti-establishment votes. He is poor at handling administrative matters, though he remained district president of the Chamba District for one full term. Things would have been difficult for him if the elections in this area were held simultaneously with the rest of the state.
In Lilh and Belj areas, Lalit Kumar of Shiv Sena has a good hold, being a local he enjoys the influence of his family background. He should succeed in getting considerable votes and can give a jolt to the Congress vote bank.In the nine non-tribal panchayats, Kishori Lal stalwart of the BJP has a good hold and this would benefit the BJP candidate. Kartar Singh of the HVC, who is now campaigning for Tulsi Ram, has a good following in the Bharmaur belt but how far would it benefit the BJP candidate is to be seen.
Lalit Kumar has raised the issue of tribal status for the nine non-tribal panchayats and the people of these areas are supporting him. The Pangi residents are unhappy with all the major political parties for not choosing a candidate from the area since 50 years of Independence, and Prem Lal Thakur fielded himself in protest. If the voters of these areas decide to support him then the major political parties can be in hot water.
