Violating norms, DVB shifts transformer

NEW DELHI, May 24: Despite a severe resource crunch, the Delhi Vidyut Board (DVB) is willing to spend nearly Rs 16 lakh to shift a transformer in Adarsh Mohalla, Yamuna Vihar in complete violation of the norms.

Work on shifting the 630 KV transformer has already started on the behest of the residents, who expressed concern about its location. The area residents, pointed out to the DVB that there could be a serious problem in case there is a fire in the transformer which is installed in close vicinity of their shops and resident. According to the new plan, the transformer will now be installed at Maujpur Chowk.

As per the rules, the cost has to be borne by the affected party. Even if a road is widened and the street lights have to be shifted, then it is the civic agency which is responsible for the widening of that stretch of road, whether it be the Municipal Corporation of Delhi (MCD) or the Public Works Department (PWD), which bears the cost of shifting. Yet in this case, the DVB has gone all out to accommodate the residents and the shopkeepers of the area.

The transformer was installed 15 years ago and many of the shops and houses came up after that. It is also noteworthy that the residents, who had been pleading for more than a year, were successful only when senior BJP leaders intervened on their behalf. Incensed at the step, Congress MLA Bhishm Sharma has already written a letter to the Lieutenant Governor apprising him of the situation. Miffed at DVB's attitude, he has demanded a CBI inquiry into the whole matter.

In fact, BJP MLA of the area, Sahib Singh Chauhan has also voiced his objections to the plan to shift the transformer. ``The DVB should not bear the cost of shifting, it is wrongful loss of money. I agree that it is a genuine case, but why should the DVB pay for it since the beneficiaries in this case will largely be the residents, whose property prices were affected because of this transformer.''

Demanding action against DVB staffs who were responsible, Chauhan said, ``In fact, the residents had brought the matter to my notice one-and-a-half years ago and I had refused to do anything. I'm shocked to hear that they are going ahead with the shifting.''

Denying any knowledge about the matter, Y.P. Singh, Member (technical), DVB said, ``If the beneficiary is an individual, then they have to bear the cost, but if the DVB is paying for it, then there must be some justification for it. I cannot say anything right now as I will have to check the files and ask DVB officials of the area. The chairman will also not be able to give details right now as everyday we clear many files.''
