Row over PCMC recruitment policy

PUNE, July 24: The civic general body meeting of the Pimpri-Chinchwad Municipal Corporation (PCMC) today witnessed heated debate among corporators over procedure adotped by the civic administration in the recruitment of class four employees.

While a majority of the corporators were firm in their demand that only local residents should be appointed, the civic administration said that it would follow directives of the State government and recruit persons through the employment exchange.

The corporators who fired a volley of questions targetting the civic administration, later adopted a motion condemning the administration, alleging that it had provided inadequate information to the civic general body. The motion however seemed controversial as the opposition members charged that it was not supported by anyone.

Congress corporator Shreerang Barne had sought details from the administration on the number of vacant posts for various categories and reasons for why they had not been filled. The discussion however centred around the procedure adopted by the civic administration in the recruitment of 200 persons as sanitary workers in the Class IV category.

The ruling Congress corporators including party leader Nana Shitole, Yogesh Behl, Shamim Pathan, Gautam Chabukswar, Shashikiran Gawli and others stressed that only local candidates should be appointed. The corporators severely opposed to the employment exchange sending a list of candidates as per seniority up to the year 1989, and demanded that fresh candidates should be considered for the posts.

Congress corporator Dnyaneshwar Bhalerao and Shamim Pathan charged that that the civic administration had fallen prey to pressure from a minister of the BJP-Sena government and had recruited nearly 60 persons as sanitary workers. The opposition members strongly objected to it while the civic administration too reiterated that there was no substance in the allegation.

Congress corporator Shashikiran Gawli later charged that the civic administration had not provided adequate details and demanded that the meeting be adjourned. Even as opposition members Netaji Chavan, Amrut Parhad, Kumar Jadhav and others strongly objected to the motion, the entire ruling corporators began to disperse. The meeting was announced as adjourned by Mayor Hanumanth Bhosale amidst shouting of slogan by the two groups.

Later, speaking to reporters, municipal commissioner Pravinsinh Pardeshi asserted that no procedure had been violated in the recruitment of various employees in various departments and the charge that the administration had fallen prey to pressures from a minister was not true. He said that the government has issued a directive early this month that the recruitment of employees should be from the employment exchange and it cannot recruit persons on contract basis. The PCMC has asked the employment exchange to select the candidates in such a manner that all the areas of the township are represented, he said.
