MPs' meeting skips decision of decorum

NEW DELHI, Aug 3: The leaders of various political parties today said no to frisking in Parliament but agreed on a ban on cellphones inside the two Houses.

While there was a semblance of consensus on security-related issues, the all-party meeting called by Lok Sabha Speaker GMC Balayogi today skirted the crucial question of ensuring decorum in the House.

In fact, the leaders agreed to a demand by Laloo Yadav and Mulayam Singh Yadav that Parliamentary Affairs Minister Madan Lal Khurana's letter accusing them of disorderly conduct in the House be taken off the agenda of the meeting.

The Yadav leaders told the Speaker that they would cooperate with him in seeing that the day's business is not disrupted provided the treasury benches refrain from provoking the Opposition.

Laloo Yadav also assured the Speaker of full cooperation in the conduct of proceedings and observed there should be no compromise with regard to security in Parliament premises. He also wanted regulation of the entry into CentralHall.

Their view was echoed by Congress leader Rajesh Pilot who asked Khurana to keep his MPs in check.

Pilot observed that while the Opposition members try their best to make their point of view, the Parliamentary Affairs minister should ensure proper conduct on the treasury side. Krishna Bose (Trinamool Congress) complained that people with lung power got away with opportunities with women being worst sufferers.

Referring to the incidents that took place at the time of introduction of Womens Reservation Bill and last Friday's incidents centering around Bihar floods, the Speaker urged the leaders to ensure that decorum of the house was not eroded by the members.

However, the meeting agreed that dharnas should not be allowed in the grounds of Parliament House except by elected Members. It also sought to restrict the entry of securitymen into the building including the Prime Minister's Special Protection Group (SPG).

Later, a representative of an allied partner of the Bharatiya Janata Partycomplained that the meeting did not seem to want to address the question of orderly conduct seriously.

Those who attended the meeting besides Parliamentary Affairs Minister Khurana and Minister of State for Railways Ram Naik from the government side, Leader of the Opposition Sharad Pawar and Rajesh Pilot (both Cong), leader of the CPI-M Somnath Chatterjee, Leader of the Telugu Desam group in the Lok Sabha Yeeran Naidu, Laloo Yadav (RJD) and Mulayam Yadav (Samajwadi Party), Ajit Panja and Krishna Bose (both TC), Sumitra Mahajan (BJP), Madhukar Sarpotdar (Shiv Sena), G M Banatawala (ML) and Saifuddin Soz(Ind).
