PANAJI, Aug 12: Goa's political scene is likely to get murkier with Chief Minister Dr Wilfred D'Souza deciding to review all major decisions taken during the tenure of his predecessor, Pratapsinh Rane. Dr D'Souza says investigations will be conducted in various departments like Town and Country Planning, Environment, Power and Industries, which were headed by Dr D'Souza's detractors including Rane himself, Mauvin Godinho and Luizinho Faleiro. Incidentally, all of them are in the forefront to topple the Goa Rajiv Congress-led coalition headed by D'Souza.The chief minister says the maximum number of complaints of corruption were received from these departments. Rajya Sabha member from Goa John Fernandes had also recently raised in Parliament the issue of violation of the Coastal Regulation Zone laws in Goa. The chief minister also points out that polluting industries have been allowed to mushroom in the state indiscriminately. ``I will ask the Central Bureau of Investigation (CBI) to look into it,'' hesays.
The local CBI unit, which was set up here in 1988, was wound up by Rane. However, following public protests, it was allowed to resume operations with a limited mandate to investigate only central government employees. Now the incumbent chief minister has decided to hand over all the controversial cases to the CBI.
Dr D'Souza, however, says there would be no witch-hunting against the government's opponents. ``But we will expose them thoroughly so they won't be able to return to power,'' he adds.
According to the CM, the Power and Industries departments, headed by Mauvin Godinho and Luizinho Faleiro, were in the forefront of corruption. ``I will definitely say there was a power scam,'' says Dr D'Souza, adding that all the power-guzzling units were provided finance by the Economic Development Corporation of Goa which comes under the Industries Department.
The chief minister also feels that certain big industrialists are out to dislodge the government through the use of money power. ``Who wants me?I will not support people who are out to rape Goa,'' he remarks.
Meanwhile, uncertainty continues over the new Goa government's confidence motion in the Legislative Assembly. Though Dr D'Souza has been given till April 19 to prove his majority on the floor of the Assembly, rumours continued to circulate that a special session will be convened.
Law Minister Kashinath Jhalmi told the press here that the governor had convened a special session for Tuesday. However, the Legislature Department insists that no such file was received by the Speaker's office.
However Speaker Tomasinho Cardozo could crash the new government's dream of staying in power. He is yet to pronounce his verdict on the disqualification petition filed against the chief minister and nine of his colleagues who broke away from the Congress when they dragged down the Pratapsinh Rane government.
