Lessons of 1992-93

 
Mumbai Police seems to have learnt from its mistakes of 1992-93. In the days preceding the tabling of the Srikrishna Report there were widespread rumours about the report leading to another round of bloody confrontations. However, this time the force instead of waiting to react was ready with an action plan. The reassuring group picture of Police Commissioner Ronnie Mendonca, Shiv Sena leader Uddhav Thackeray and a Muslim leader smiling into the cameras; deployment of police and para-military forces in sensitive areas and the commissioner's meeting with the city's editors, it all contributed in creating an atmosphere of mutual trust and confidence.

While a few attempts at provocation were made - Chief Minister Manohar Joshi's speech in the House and burning of a copy of the report outside Vidhan Bhavan are two instances that readily come to mind - the police had the situation in control throughout. The intelligence too had its ears to the ground and anti-social elements were rounded up well in advance toprevent any trouble. The result was there for everybody to see - not a single untoward incident, major or minor. The day after the report was tabled the city worked to a normal schedule, offices reported healthy attendance and there was no disruption in local transport.

Some, however, may argue that there was no tension, anyway. They may also label the bandobast and the elaborate confidence-building exercise undertaken by the police as an overreaction that only added grist to the rumour mills. But, the fact remains that given Mumbai's terrible experience six years back, no chances could have been taken. Police did their duty and did it well.
