AMRITSAR, Aug 16: The Guru Nanak Dev University (GNDU) has decided to implement self-assessment scheme for faculty from the current year thus becoming first university in the country to adopt `Manual for self-study' derived by National Assessment and Accreditation Council (NAAC).The GNDU decision is likely to embarrass certain sections of teachers who see the self-assessment of their academic work more as ``humiliation'' for reason of evaluation of their work by the students under them.
The university authorities have decided to extend the scheme to affiliated and constitute colleges from the next academic year though during the current session, an exercise of filling performances by college lecturers would be conducted at the university level.
A decision to implement the NAAC scheme was taken by Vice Chancellor H.S.Soch on July 22 in a meeting held with deans of faculty, Pro Vice Chancellor Inderpal Singh on August 13 presided the meeting of college principals to explain modalities of this scheme.
Inderpal Singh told ENS here today that a eight-member coordination committee for colleges had been formed with S.P.Singh, dean of colleges as convener. Harish Puri, head of Ambedkar Chair will be coordinator for the GNDU campus.
Inderpal Singh said that it was a research oriented scheme which has been linked with grants released by the University Grants Commission (UGC). He said the UGC had decided to deduct the fee to be paid to NAAC at source from the grants given to various universities and colleges. A sum of Rs.70,000 was also deducted from the GNDU grant this year.
S.P.Singh, Dean Colleges, explained that most of the colleges in the region didn't meet the requirements of self-assessment scheme because of having no research work and no internal autonomy to colleges which are basic needs to qualify for the UGC grants in future.
There would be three stages of evaluation of academic standards of teachers, first by the fresh students, secondly by two years old students and thirdly by ex-students having passed out five years back.
A clause had been added in the performances meant for old students to know what is their placement and relevance of various courses in their professional career. Another information demanded is whether any improvement is needed for teachers and in the syllabus.
The faculty members would separately fill the self-assessment peformances listing the type of research work undertaken by them, number of research papers/publications and lectures delivered by them in an academic year.
The colleges would also be required to give the teacher-student ratio besides administrative reforms, details of building, admission criteria, examination and evaluation system and maintenance of library etc.
S.P.Singh said the system of evaluation of teacher's work was done world over except India and few other countries. He said even the recruitment of teachers in reputed universities is done on the basis of their rating in self-assessment schemes. He said for colleges also once the rating is fixed, quantum of UGC grants will be fixed accordingly.
The GNDU would organise a workshop for college principals in the first week of September to educate them about NAAC scheme.
