AHMEDABAD, Aug 17: Some eight schemes to counter recession, unemployment and poverty were announced by Chief Minister Keshubhai Patel on Independence Day on Saturday. These include citizens' charter and implementation of Lok Prahari in all the districts.In his address after hoisting the tricolour at the police stadium here, Patel said the citizens' charter would be implemented in 10 departments - revenue, home, civil supplies, panchayat, industry, finance, health, urban development and transportation, to give the people the right to be informed about the various works and the functioning of the government offices.
Similarly, he said, Lok Prahari would be set up under a retired judge in each district to keep vigil on the function of the administration.
Patel also announced that Dindayal Svavalamban Yojana would be implemented in 51 talukas on September 25 to mark Dindayal Upadhyay's birth anniversary. Under the scheme, 124 areas of self-employment would be developed and the government would try to achieve the target of zero unemployment by giving job to each person registered with the government as unemployed.
The six municipal corporations in the state would build 50,000 pakka houses for poor in urban areas, while the government has decided to raise the ceiling to Rs 11,000 to include about 2.25 lakh people in welfare schemes, he said.
To ensure that farmers get a better return, especially during calamity, an Agriculture Reserve Fund would be set up on a permanent basis.
Giving an outline of a Rs 1,740-crore project for the development of highways, Patel declared that the Ahmedabad-Mehsana and Ahmedabad-Rajkot highways would be converted into four lanes, and the Ahmedabad-Vadodara express highway completed soon.
He also announced to set up GIFR on the lines of BIFR for the revival of about 7,000 sick small scale units, and Rs 199 crore more for the development of Adivasis.
Referring to the crime graph, he said the the police force would be made more effective and the government had prepared a plan to check crimes all over the State.
