"Population control" lightens Congress meet

PACHMARHI, Sept 6: Congress President Sonia Gandhi could not supress her smile when Congress Working Committee member Pranab Mukherjee read out the party's declaration on voluntary population control. When Mukherjee said any party member who becomes the parent of more than two children after January 1, 2000, would be ineligible for a party ticket, the Congress President smiled.
