Digvijay absolved in Madhotaal land allotment case

Bhopal, Sept 11: Madhya Pradesh Chief Minister Digvijay Singh has been absolved by the State Lokayukta of the charge of his involvement in Madhotaal land allotment case.

``There is no direct or indirect involvement'' of Singh in the case as alleged by former deputy chief minister Pyarelal Kanwar, Lokayukta Justice Faizanuddin said in his order passed on Monday.

Kanwar, along with a journalist, had filed a complaint with the Lokayukta against the Chief Minister in which they had alleged that the allotment of land worth crores of rupees at Madhotaal in Jabalpur to the Motor Parts Dealers Welfare Association for a few lakhs had been made at Singh's instance.

The Lokayukta said in his 36-page order that Kanwar, while giving evidence, admitted in his deposition that the Chief Minister had given no separate direction about the allotment of the land.

The former deputy chief minister, according to the Lokayukta, also admitted that Singh had never spoken to him either orally or in writing about the allotmentof the land or the condonation of interest.

The Lokayukta said Kanwar stated that the Chief Minister never gave him any direction for allotment and volunteered that he (Singh) used to give directions only to the principal secretary who never told Kanwar what instructions had been given by the Chief Minister.

``Kanwar woke up after a long and deep slumber to make allegations against the Chief Minister only after he was dropped from the council of ministers sometime in May 1998'' Justice Faizanuddin said.

``This has its own value of credibility and can legitimately be branded as an after-thought'', he said.

The Lokayukta said Kanwar is a law graduate who was a practising lawyer before joining the Digvijay Singh ministry and added that he should be well aware of the value and weight of such ``belated after-thought fumbling utterances''.

Facts and circumstances, the only conclusion which could legally and factually be arrived at, is that the complainants have miserably failed to bring home theallegations against Digvijay Singh'', the Lokayukta said.

He described Kanwar as a simpleton and a benign soul and added that the simplicity and his careless functioning as a minister landed him into trouble for making the illegal allotment order as well as the order for condonation of interest.
