MUMBAI, SEPT 14: The multi-crore Shivshahi Punarvasan Project (SPP) for slumdwellers seems to be jinxed. Just as the Shiv Sena managed to convince its alliance partner, the Bharatiya Janata Party, about the viability of the housing project, the SPP has run into fresh trouble. This time, with Finance, Planning and Revenue Departments raising objections to it.While, the Revenue Department has taken strong objections to the dereservation of plot for the project, the Finance Department has raised doubts about the repayment capacity of the SPP to the Mumbai Metropolitan Region Development Authority (MMRDA) and the Maharashtra Housing and Area Development Authority (MHADA).
On its part, the Planning Department has asked the Government as to why the MMRDA Commissioner has not been nominated as one of the directors on the SPP panel.
At the last Cabinet meeting, Revenue Minister Narayan Rane had objected to the manner in which Housing Minister Sureshdada Jain had moved the proposal for dereservation of plotswithout his permission.
Now, the Revenue Department has pointed out that the plot worth 62 hectares has been reserved for public purpose. It has also said that it would be improper to dereserve the land worth Rs 400 crore for a nominal price.
The Finance Department has asked the Housing Ministry to clarify as to how the SPP was planning to repay loan worth Rs 300 crore.
Meanwhile, BJP leader Kirit Somiayya has made matters no easy by raising a fresh demand for providing civic amenities to all slumdwellers in the metropolis.
``Under the existing rules, there is no provision for providing civic amenities for slums which come between 1985 and 1995. We feel that the Government should take up the responsibility of providing basic civic amenities to all slumdwellers and that they should be given a photopass. Instead of January 1, 1985, the Government should extend the cut off date to January 1, 1995,'' Somaiyya added.
