Led by party president Shabir Shah, they dismissed Pakistan's claim that it was representing Kashmiris at the negotiations. The party's chief spokesman Riaz Khewar said JKDFP was ready to act as a ``bridge'' between the two countries to narrow down their differences.

``The vexed Kashmir issue will be solved by the people of Jammu and Kashmir themselves and nobody can speak on their behalf,'' he said referring to the recent statement of Pakistani Foreign Secretary Shamshad Ahmed that Islamabad is negotiating on behalf of Kashmiris.

He said three accords between the two countries had ``failed'' as there was no proper representation of Kashmiris in the talks. However, welcoming the bilateral talks, Khewar said ``our party believes that dialogue is the best way toresolve the differences.''

``But so far as final dispensation of Kashmir is concerned, true representatives of Jammu and Kashmir should be taken into confidence,'' he said.

Shah later submitted a memorandum at the United Nations office. The memorandum, addressed to the UN Secretary-General Kofi Annan, urged both India and Pakistan to stop nuclear race and sign the Comprehensive Test Ban Treaty.

Shah in his memorandum claimed that the people of Jammu and Kashmir through their ``true representatives'' could work out a ``formula'' which will solve the issue once for all.

Meanwhile, another Kashmir organisation -- Jammu and Kashmir Democratic Front (JKDF) -- today criticised Pakistan for its statement that Islamabad is representing Kashmiris at the talks with India.

Addressing a working committee meeting of JKDF, party president Bushan Bazaz said the people of the state were the only deciding authority about their future.

He also rejected the statement of the Pakistan foreign secretary and saidPakistan should desist from making such statements in future.

Hurriyat Conference, an amalgam of seccessionist and religious organisations, has also Rejected pakistan's claim saying Islamabad had no mandate to represent Kashmiris at the dialogue.
