CVC examining provisions for direct CBI probe in graft cases

NEW DELHI, Oct 13: The Central Vigilance Commission (CVC) is examining legal provisions to see if it could suo motu order the Central Bureau of Investigation (CBI) to directly initiate probe in corruption cases in government departments.

Besides, the commission is also exploring possibilities of obtaining original probe reports on the cases likely to be referred to for better follow-up action since such reports vetted by the departments or ministries undergo amendments often, Chief Vigilance Commissioner N Vittal said here.

The legal provisions for initiation of a CBI probe were being considered against the backdrop of delays in the inquiry process, he said referring to instances where delays had led to abandonment or non-initiation of probe.

The commission, Vittal said, had also sent a questionnaire to top executives of public sector companies and industry bodies like Confederation of Indian Industry (CII) and Federation of Indian Chambers of Commerce and Industry (FICCI) as part of its efforts tocheck corruption in government.

The CVC chief said the questionnaire would help the commission evolve ``an overall strategy which could be effective in ensuring that the objectives behind the CVC ordinance are realised''.

The commission has sought the help of these executives to ``identify various modes of corruption in different sectors and then design specific preventive measures to reduce the incidence of corruption''.

The commission is also exploring the possibility of obtaining the original copy of inquiry reports in cases which are to be referred to it, Vittal said.

``This would help follow up the work with the concerned departments besides encouraging honesty among the officers,'' he said.

The advance copy of the inquiry reports, Vittal said, should ideally be addressed to the CVC, not to the office of the commission.

Normally, the copies of inquiry reports are routed through the concerned departments or ministries and are consequently modified or amended most of the time, hesaid.

Seeking the cooperation of non-governmental organisations (NGOs) in preventing corruption, Vittal asked NGOs to come up with ideas for making their organisations transparent.

Vittal also sought to know the loopholes in the system that helped the corrupt to escape and how these could be plugged.
